Comprehensive Plan

Fitchburg's Comprehensive Plan was adopted March 24, 2009.

The Comprehensive Plan contains data and background information on the numerous resources and services of the community, including land use, economic development, natural, cultural and agricultural resources, housing, public facilities, utilities and transportation. The plan also identifies the goals, objectives and policies that will help determine the city’s use of resources and guide decisions for future development and preservation in the City of Fitchburg.

You can download the complete document. A printed copy of the Fitchburg Comprehensive Plan is available between the hours of 7:30 a.m. to 4:30 p.m. for review at:

A CD of the Comprehensive Plan may be purchased for $10 or a printed color copy bound for $90 from the Planning Department.

(annual amendment process)

The Comprehensive Plan provides a process for amending the plan.  Amendments will be processed no more frequently than one time per year.  The Planning Department, Mayor or three members of the Common Council are the only ones that may recommend modifications to be considered as an amendment to the plan under the collective process.  Amendments are generally defined as minor changes to the maps or text of the Comprehensive Plan.
Submittals for the 2018 amendment process were due on May 25, 2018. Amendments submitted for consideration include:
Plan Commission held a public hearing on the submitted 2018 Amendments on July 17, 2018.
The Common Council is scheduled to hold a public hearing on the 2018 Amendments on September 11, 2018.

2017 Amendments:

On August 22, 2017 the Common Council adopted the 2017 amendments to the City of Fitchburg Comprehensive Plan.

If you would like to receive notice of any proposed proposed comprehensive plan action that may be taken that affects the allowable use of your property, please e-mail the Planning Department or mail written request to:
