Assessing
In most cases, residential, commercial, and agricultural buildings are assessed at market value. Farmland is often assessed at use value, and personal property assessments are derived from information provided on the statement of personal property.

An appraiser may leave a tag at your property when he/she would like to conduct a physical view of the property. In many cases, an inspection is requested if the property is newly constructed, has had a building permit, a neighborhood property analysis is being done, or if the interior of the property has never been seen. By physically viewing the property, the most accurate information will be available to the assessor. If you find a yellow tag at your property, you may call the number listed to schedule an appointment with an appraiser. For more information please see Property Owner Rights.

You are not required to let someone from the Assessor’s Office into your property. A certified letter may be sent if there is no response to initial attempts to contact the property owner. If the property is not viewed internally, an estimate of value will have to be made using only the best information available. Comparing sales of similar properties within your neighborhood is a good way to determine if the value is reflective of the market. Market value is defined as the amount a typical, well-informed buyer would be willing to pay for a property under typical market conditions. The assessor’s job is to place a fair and equitable value on each taxable property in the municipality. An increase or decrease of assessment does not necessarily mean that the amount of property taxes you will pay will change. Tax rates are determined by how much is spent by each taxing jurisdiction to include: school districts, technical college, Dane County, and the local municipality.Assessing

Assessments are based on what existed as of January 1. For example, if on the 1st of January, a parcel consists of land and a building foundation, the assessment would only be for the value of the land and the foundation, not for a completed structure. The assessed value is the market value of your property as determined by the assessor.
The estimated fair market value is the property’s assessed value divided by the average assessment ratio for the entire municipality. The average assessment ratio is the relationship between the total assessed value and the Wisconsin Department of Revenue’s estimate of total value for the municipality. A good time to discuss your assessment with an appraiser from the Assessor’s Office is during the open-book session. If after discussing the value with an appraiser you are still in disagreement, you may appeal your assessment at the Board of Review. If you still disagree with the assessed value of your property after discussing it with an appraiser in the open book session, you may appear at the Board of Review at your scheduled date and time. To schedule a Board of Review hearing, please contact the City Clerk. The Board’s function is not one of valuation, but of deciding the validity of the facts presented by the property owner or representative and by the assessor.

You may schedule an appointment by contacting the city clerk at the number listed on your assessment notice. Written or oral notice of your intent to file an objection must be provided to the city clerk at least 48-hours prior to the board's first meeting. Wisconsin Law states the Board of Review must uphold the assessor’s valuation unless the property owner proves the value to be wrong. Therefore, the property owner must give sworn oral testimony and evidence relating to the value of the property. This evidence can be a recent sale of the property, sales of comparable properties, recent appraisals, or other such evidence that would give the Board of Review cause to change the assessment.Assessing

Dane County provides general assessment information on their web site Access Dane. Please keep in mind that if the assessment roll is not complete for that year, the assessments for the previous year are carried over into the current year on the web site until final values are received from the municipality. Property assessment rolls are also kept in the City Assessor's Office for viewing. If you would like specific information for properties located in the City of Fitchburg, information can be found at AssessorData, or you may contact the Assessing Department’s main line at 608-270-4235. Manufacturing property is not assessed at the local level. The Wisconsin Department of Revenue assesses all manufacturing property in the State of Wisconsin.

The contracted start time is the time you may enter into the room. Set-up time must be planned within your rental hours.Community Center

We ask that your event restrict themselves to areas that you have rented. There may be several events and programs going on the same time as your event. Having children and/or adults congregating in the hallways is very disruptive. We also request that you keep the lobby clear at all times to allow for other groups to access the building. If the contract is paid on a Visa of MasterCard, the deposit will be returned within 7 days following the event. Small radios are allowed in the meeting rooms and conference rooms. DJs, bands, or any amplification system are allowed, but require a sound permit and a $50 sound permit fee. The volume must be kept at a reasonable level and must not become an annoyance to other groups or building patrons. The supervising staff will have discretion on the volume level. Obviously we cannot cover every question or circumstance that may arise during your particular event. Therefore, we reserve the right to amend, change, add or delete any or all rules listed in, or implied in the above information or in any information printed or communicated verbally in regards to the Fitchburg Community Center. During your event, the supervisory staff on site will have the final judgment in the enforcement of any and all policies and procedures, and will provide recommendations to the building administrator, for the dispensation of your damage deposit.Community Center

When subdivisions are recorded, covenants and restrictions may be placed on plats which place certain restrictions of properties within the subdivision. The Fitchburg Zoning Ordinance allows for some household occupations with the following standards: - The activity must be clearly secondary and incidental to residential use. - The activity must not significant alter the residential character of the dwelling unit, dwelling structure or the parcel. - The activity must not unreasonably interfere with residential occupancy of other parcels in the neighborhood. - The activity must not create environmental, safety or health hazards such as noise, light, odors, vibrations, electrical emissions, or other fire or safety hazards that are noticeably out of character with those produced by normal residential occupancy. - Traffic generated by the vocational activity may not exceed that which is customary to residential occupancies in the neighborhood. - Signage for the vocational activity will be governed by the sign ordinance. - The parcel and structure must contain adequate area to accommodate the vocational activity without interfering with residential occupancy of other parcels in the neighborhood. - Garage sales as a type of vocational activity are allowable in all residential districts provided that not more than two are held on a single premises per year and that each such sale shall not exceed four days in duration. - Day care is allowable as a vocational activity on a residential premises. Yes. The city will send each customer an appointment to change their meter. If the time will not work for them a number will be provided to call and reschedule. An adult resident, at least 18 years of age, must be present for the duration of the appointment. The appointment will take approximately one hour. - Operate your water valves on both sides of the city water meter a couple of times to ensure they are in working condition. If repairs are needed, please make them prior to your appointment. If you are unable to make the repairs prior to your appointment, please call the city to reschedule.
- Read through the "Residential Water User Cross-Connection Hazards Bathrooms & Kitchens" brochure that will be provided with your appointment letter and verify that you do not have any cross-connection within these rooms. Correct any cross-connections found.

The City does not begin the background check until a offer of employment is made and the candidate has accepted the contingent offer. All employees of the City of Fitchburg must successfully pass a pre-employment background check which will include a criminal history check and verification of employment history, education, licenses, and references. The City uses the job relatedness test so please note a criminal charge on a candidate’s background is not an immediate disqualifier by any means. If the position requires driving, a driving record check will also be conducted. Some positions are subject to a pre-employment drug test and additional medical testing.
